Established with the goal of fostering civic engagement and nurturing future leaders, the Maryland Student Legislature (MSL) has provided college students of all backgrounds with an immersive experience and education of state government for over 35 years.
MSL provides practical experience in drafting and debating bills, navigating parliamentary procedure, and understanding the legislative process. These hands-on experiences serve as a foundation for potential careers in government, law, and public service.
In our growing history, we began with only three schools, but have now expanded to over 10 four-year institutions and community colleges across the state of Maryland.
Mission
Our mission is is to open the doors of government to students enrolled at colleges and universities across Maryland through a simulation of the Maryland General Assembly.
Vision
We envision students from all colleges and universities across the state coming together to participate in a simulation of the state government. Concurrent activities such as speakers, panels, resume workshops, and mentorship opportunities provide context, build skills, and connect students to job and internship opportunities. Students gain an understanding of state government and the legislative process while developing the career skills and connections they need to secure internships and jobs before and after graduation.

The Council of State (COS) aims to create and develop numerous events, materials, and processes in order to give students a better understanding of not only MSL, but to the state government as well.
